The Biden administration continues to court technology industry executives and university researchers as it prepares to disburse U.S. subsidies aimed at semiconductor research and development.
Late Thursday (Sept. 29), the Commerce Department announced its appointments to a new Industrial Advisory Committee. Headed by the National Institute of Standards and Technology (NIST), the council was created by Congress to help develop a national strategy for microelectronics research.
Those efforts are funded under the CHIPS and Science Act approved by lawmakers in August. The legislation aims to revive U.S. chip manufacturing and strengthen technology supply chains.
The panel is also designed to forge public-private partnerships for advancing domestic semiconductor R&D and manufacturing, NIST said.
Mike Splinter, former CEO of Applied Materials, will serve as committee chairman. Susan Feindt, senior fellow at Analog Devices, will serve as vice-chair. Splinter now serves as a general partner at MRS Business and Technology Advisors.
Along with Applied Materials and Analog Devices, executives from equipment maker ASML, automaker Ford Motor Co., IBM, Intel, Microsoft, Qualcomm, Synopsys, TEL America, Texas Instruments are represented on the panel.

The panel is rounded out by university researchers from Harvard, Purdue, Stanford, UC-Berkeley and Washtenaw Community College (Ann Arbor, Mich.) as well as researchers from U.S. think tanks and national laboratories.
“The experienced and diverse group of accomplished leaders on the Industrial Advisory Committee will help guide our approach to semiconductor research and innovation as we strengthen America’s global competitiveness,” Commerce Secretary Gina Riamondo said in announcing the appointments.
